Uncertainty about how much, and where, Congress intends to slash spending is making it difficult for state lawmakers to know how much money they'll have in the next two-year budget cycle.
This much is clear: The state's obligations will outpace the money it has to meet them. And it's running out of tricks to pretend otherwise.
Lawmakers learned this week that the budget for the next two years is likely to have $885 million to $1.5 billion in unfunded obligations. Costs associated with Medicaid, public schools, pensions, debt payments and higher education are expected to drive the gap.
That means big changes in services provided to Virginians. Del. Lacey Putney, who chairs the House of Delegates Appropriations Committee, said this week at the committee's retreat that members should target specific expenses rather than rely on across-the-board cuts.
"Clearly the budget is about choices," Putney said, "and while we all would like to do more, it is times like this that remind us that we have an obligation to get back to the basics of government, to prioritize what government should do, what programs work best and to identify programs that, while worthwhile, can no longer be afforded.
